A state procession through The Hague, drawn as glorious chaos, with roughly four hundred people in it and at least a dozen of them having a very bad day. This is Frans Le Roux, who signs as Fleroux, and it is from Ravensburger's Cities of the World series.
The Binnenhof, the old parliamentary courtyard at the centre of Dutch government. The gabled Gothic hall in the middle is the Ridderzaal, the Hall of Knights, with its two round turrets and rose window. A gold-and-red state coach and four horses is crossing the square, one of the horses has broken formation, a small white dog is directly responsible, and a police officer is going over a barrier. A brass band is marching in from the right. Camera crews, a satellite van, a crane with a screen on it, a helicopter over the modern towers behind, Dutch flags on every building, and a mallard flying straight through the top right corner. The whole modern Hague skyline sits behind the medieval courtyard, which is exactly how the city actually looks.
Cartoon crowd puzzles are the friendliest hard puzzle there is. Everything is drawn with a heavy black outline and filled with flat colour, so almost every piece carries a piece of unique information: half a face, one shoe, a section of flag. There is no gradient anywhere to get lost in.
Work top down. The sky and the modern buildings are the only large low-detail area, so clear them first while you are fresh. Then take the Ridderzaal, which is a big block of pale sandstone with strong architectural lines. Then simply pick a character and finish them. The crowd at the bottom looks like the hard part and is actually the fun part, because each person is a two-minute puzzle of their own.
Made in Germany, and in a 1000 piece Ravensburger no two pieces share a shape. On flat-colour cartoon art, where you will have thirty pieces that are almost entirely the same pink paving stone, that is the whole game. The linen-textured low-glare laminate also keeps the flat colour from flaring under a lamp, which matters more on solid ink than on a photograph.

Cartoon crowd puzzles are a proper sub-category with its own following, and the Dutch essentially invented it. Le Roux drew the Cities of the World series for Ravensburger from 2014 until he retired from it in 2025, which makes the run a finite set rather than an open-ended one, and finite sets are what collectors chase. Australia sits third of 44 major English-language markets for puzzle search interest on our own index, behind only the United States and New Zealand.
